(All votes are unanimous unless otherwise noted.)

The North Kossuth School Board met in regular session on January 16, 2011, in the conference room, Swea City, Iowa.  Meeting was called to order by Board Vice President Bormann at 6:30 p.m.   Bormann, Bauer, Johnson, Anderson, Rolling and Kinney  were present.  Also present:  Supt. Landstrum, Board Secretary/Treasurer Kay Hardt.  Guests present were newspaper correspondents, patrons and staff.
Motion by Johnson, seconded by Anderson, to approve amended agenda – moving 6a. and 6d. to immediately following the announcements.  Motion carried.
No communications or announcements.
Whole Grade Sharing with Sentral and Armstrong-Ringsted was discussed at length.  The North Kossuth building would house WGS grades 6-8 and the North Kossuth PreK-5 grades.  
Motion by Kinney, seconded by Bauer to approve 5 year WGS agreement with Sentral and Armstrong-Ringsted starting the fall of 2012.  All ayes – Anderson nay.  Motion carried.
Discussed an Early Retirement Policy for the 2011-12 school year.  Originally an early retirement policy was not to be discussed until the fall of 2012, however, the board felt with the WGS agreement that may take place, it would be a good opportunity for eligible staff to take advantage of such a policy.  Supt. Landstrum presented a policy that would pay medical insurance for a number of years because most of the staff were interested in this type of benefit.   There are six staff eligible to retire.  The proposal will include a medical bridge.  The staff will have until March 1st to make their decision.  Discussion was held.  
Motion by Bauer, seconded by Johnson to approve an Early Retirement Policy that will pay $6,327 yearly towards health insurance for period not to exceed seven years or until eligible for Medicare whichever is less.  Motion carried.
Motion by Rolling seconded by Bauer to approve Consideration of Action on Consent Items: Approval of minutes, reports and bills as presented, new hire:  Art Ingalls, head softball coach.  Motion carried.
Principal Runksmeier reported on BRI and MAP testing, accelerated reading, PD day, technology in the elementary, Bring Someone You Love to School on Feb. 10th.
Supt. Landstrum reported there will be a special election on Tuesday, February 7th to elect a District 7 board director.  Chris Klenz has filed papers for this position. Budget meeting on Feb. 6th; 1st semester completed on Jan. 6th, Jerry Strand is working hard in our voc ag/FFA department; ITBS/ITED testing Jan. 30-Feb. 3rd; shared MS exploratory classes that area schools are teaching.
Supt. Landstrum gave a facility update.  Carpet in the lower hallway was installed over Christmas break.
Negotiations will start in February.   Rick, Jeanne and Lyndon are on the negotiations team.
Motion by Anderson, seconded by Rolling to approve SBRC Allowable Growth of $61,183 for Open Enrollment Out students.  Motion carried.
Disposal of the shop equipment was discussed.  The Gilbert Yard Sale of Floyd, IA, would come and haul the equipment away for the January 23rd Auction.  Discussion was held.  
Motion by Bauer, seconded by Johnson to approve sale of shop equipment at the Gilbert Yard Sale on January 23rd.  All ayes -- Anderson nay.  Motion carried.
Discussed redistricting options and processes for reorganization of the Board of Directors’ seven districts.  If changes are being considered such as changing board member count from 7 to 5 or the way voting is done, such as voting at large instead of per director district, this must be done this year due to the census.  Discussion was held.

Motion by Anderson, seconded by Johnson to adjourn at 7:43 p.m.  Motion carried.

The next regular meeting is scheduled for Monday, February 20th, starting at 6:30 p.m.
